ATLANTA--A Fulton County Jail inmate with mental health issues appears tormented as he leans against the exercise area door while in isolation Friday, July 22. The jail, located in Atlanta, serves as the de facto largest mental health clinic in the state and it is a role that is poorly equipped to serve in largely because the state has reneged on its mental health obligations and allowed the true costs of mental illness to be hidden in regional jails.
